The Action Plan points out that ecological and environmental departments at all levels should adhere to improving regional environmental quality as the core of their regulatory work, combining random and targeted supervision, and implementing classified disposal based on the degree of impact on the ecological environment. The environmental impact assessment and pollution discharge permit management departments and the ecological environment comprehensive law enforcement departments should coordinate and link up, promote the connection between review and approval and administrative law enforcement, and form a joint regulatory force.
The Action Plan requires ecological and environmental departments at all levels to strengthen credit management and information disclosure in their regulatory work, timely report typical illegal cases such as failure to implement environmental impact assessment requirements, unlicensed pollution discharge, and non compliant pollution discharge. If the situation is serious and the impact is severe, it should be publicly exposed on government websites or mainstream media. Serious investigation and punishment shall be carried out in accordance with laws, regulations, and discipline on relevant units and personnel with existing problems.
The 2021 Environmental Impact Assessment and Pollutant Discharge Permit Supervision Work Plan of the Ministry of Ecology and Environment has been released simultaneously, clarifying the annual key supervision work of the Ministry of Ecology and Environment.
