On November 27, 2023, the State Administration for Market Regulation (State Administration for Standardization) issued Announcement No. 13 of 2023, approving the release of 468 recommended national standards, including "Hydraulic Cylinder Test Methods" and "Recycled Pulp" and "Paper Tube and Board" in the papermaking industry. The specific information is as follows.

  Recycled pulp refers to the pulp obtained by sorting, crushing (dry or wet), and screening using recycled paper, cardboard, and paper products as raw materials. This standard specifies the requirements for the content of unbroken fiber components, inclusion content, coarse residue rate, Kob value, moisture, ash content, radioactive pollution, hazardous waste, heavy metals, sensory properties, etc. of recycled pulp. It is applicable to recycled pulp used as a fiber raw material for papermaking, but not to waste paper fragments obtained through simple sorting, cutting, packaging, etc.

    The release and implementation of the "Recycled Pulp" standard is of great significance for guiding and regulating enterprise production, ensuring the quality and safety of recycled pulp products, protecting the ecological environment, alleviating the shortage of domestic papermaking fiber raw materials, and promoting the sustained high-quality development of China's papermaking industry.

    "Paper Tube and Board" is a revision of the 2010 version of the standard, applicable to the production of various types of cardboard used in paper tubes.
